The Township of Mulmur requires permits for certain activities that involve the use or alteration of municipal roadways. These permits help ensure public safety, protect infrastructure, and maintain compliance with local regulations. Road Occupancy Permits

Permit Requirements

Whether you're planning a commercial event or organizing a community gathering, it's important to understand the guidelines and requirements for road occupancy permits. Before hosting any commercial event or gathering that impacts municipal roads, applicants must obtain a road occupancy permit from the Township of Mulmur. Once the permit is obtained, certain obligations must be met and maintained throughout the duration of the event.

Road Closure Policy

The Township of Mulmur does not permit full closure of any municipal road without prior approval from the Director of Infrastructure. It's essential to obtain approval for any planned closures to minimize disruptions to the community and ensure the safety of road users.

Maintenance and Restoration

Any damage caused by event activities, such as infrastructure damage or disruption, must be reinstated by the applicant to the satisfaction of the Municipality. All road repairs resulting from event activities are the financial responsibility of the Applicant.

Traffic Management

A comprehensive traffic plan, including the deployment of traffic control persons, must be developed and executed in accordance with Book 7 of the Ontario Traffic Manual. This ensures the safe flow of traffic and the safety of event participants and road users.

Event Schedule

The Township of Mulmur requires a schedule detailing the times and events planned as part of the gathering. Providing a clear schedule helps coordinate activities and ensures smooth traffic flow during the event.

Entrance Permits

An Entrance Permit is required for the construction of a new entrance connecting to a municipal road. This ensures proper drainage, sightlines, and safe access for vehicles. All work must comply with theTownship's standards and be approved by the Public Works Foreman.

If you are located on a County Road, you must complete and submit your application to Dufferin County.

If you live in rural Dufferin, you will require a civic address, or "emergency number". This 6-digit number uses a grid system to pinpoint the location of your driveway - within 10 metres!

All roads in Dufferin County have been assigned a unique, two-digit number. The first two digits in an emergency number represent the road the property is on - an even number means it is an east-west road, an odd number means it is a north-south road.

All roads are divided into sections and are numbered from 1-9. The third digit in the emergency number represents which section the property is in.  

The last three digits indicate the distance - in kilometers - from the beginning of the section to the property entrance. If the last digit is an even number, the entrance is on the south side of the road. If the last digit is an odd number, the entrance is on the north side of the road. If you are located on a Provincial Highway (Highway 89), you must complete and submit your entrance permit application to the Ministry of Transportation.

Wide Load Permits

A Wide Load Permit is required for transporting oversized or overweight vehicles and equipment on municipal roads. This permit ensures safe travel and minimizes potential damage to road infrastructure. Applicants must provide route details and comply with all applicable regulations before moving the load.

Half Load Exemption Permit

Township of Mulmur restricts load limits on roads within the Township of Mulmur, making it an offence to contravene the provision of Section 122 of the Ontario Traffic Act. 

During seasonal load restrictions, a Half Load Exemption allows approved vehicles to carry heavier loads than normally permitted. This exemption helps protect roads during vulnerable periods while accommodating essential transportation needs. Applications must demonstrate necessity and meet township requirements.
